Step down regulator voltage drops to 0 when plugged in

Gday guys, I have a Pololu 12V Step-Up/Step-Down Voltage Regulator S18V20F12 that has 24v input. I’m using it to power an arduino with a servo shield plugged into it. My regulator has an measured output of 12v when not plugged in but as soon as I plug it into my arduino the measured output drops to basically 0, (270mv). Not sure whats going on, any help would be appreciated.

I’ve used these Pololu regulators quite a bit. They have overcurrent detection.

Before speculating further, I would measure the current drawn.

Use a meter, set for current, and break the positive wire between the regulator and the Arduino. Measure the current at the instant of plugging in. If the burst of current is too short for the meter to show, then I would use an oscilloscope, logic analyser, or rapid data logger to measure the voltage across a series one ohm resistor in the negative wire between the regulator and the Arduino. If you have no insturments, but a spare Arduino, you can write a sketch which reads analog samples very quickly and builds a histogram.
